They do have night vision (I have a captured scope from a Dragonuv).
They do have precision munitions but they just do not use it because it doesn't follow their doctrine of heavy fire power and quickly filling the breach with large concentrations of guys.
Just look at the Russian BM-21 Grad vs our M-270 MLRS system. The Russians created this type of weaponry but we perfected it with continued development of guided munitions. The Russians just don't care about that level of precision. For them, the sheer number of rockets that each vehicle is able to quickly bring to bear on an enemy target makes it the most effective. It relies on a large number of shells dissipating over an area for a certain hit rate on specific targets. With us, the M31 GMLRS Unitary rocket transformed the M270 into a point target artillery system for the first time. Due to GPS guidance and a single 200 lb (91 kg) high-explosive warhead, the M31 rocket could hit targets accurately with less chance of collateral damage while needing fewer rockets to be fired, reducing logistical requirements. Those last three words are key when you see the issues that Russia is having right now with resupply.
